Answer: C. Cells and Rent-a-Captives. According to the latest issue of Captive Insurance Company Reports (May, 2004) there are now estimated to be some 1,000 cells plus 700 RAC accounts worldwide - most of which have been formed in the past few years. If you accept the idea that these all are kinds of mini-captives, even though many of them are owned or controlled by insurance agents or equipment dealers, and therefore should have been included as part of d., PORCS, then the area of cells and rent-a-captives is the fastest-growing one, according to Hugh Rosenbaum, the author of that CICR article.
