MINNEAPOLIS, MN — Jan. 6, 2026 — The Captive Insurance Companies Association (CICA) announced today that its 2026 International Conference will feature a dedicated captive regulator educational program, designed to strengthen regulatory expertise and professional development across the captive insurance industry.

This training initiative reflects CICA’s commitment to advancing best practices and ensuring that regulators have the tools and knowledge necessary to oversee captive insurance operations effectively. With the growing complexity of captive structures and the evolving regulatory landscape, CICA recognizes the critical role regulators play in maintaining industry integrity and stability.
“CICA is proud to partner with the captive insurance regulatory community to provide training at our international conference that will help meet the needs of captive regulators,” says CICA President Daniel Towle.

“This training will be offered to captive domicile regulators only, and we have worked closely with this dedicated group to provide the education they deem necessary for the continued strength of the industry.”

Why This Matters

Captive insurance continues to expand globally, offering innovative risk management solutions for businesses of all sizes. However, this growth brings new challenges for regulators tasked with balancing compliance, innovation, and consumer protection. By providing specialized training, CICA aims to:

  • Enhance Regulatory Understanding: Equip regulators with in-depth knowledge of captive structures, governance, and risk frameworks.
  • Promote Regulatory Excellence: Encourage best practices and standards across jurisdictions to reduce regulatory uncertainty.
  • Strengthen Collaboration: Create an additional platform for dialogue between regulators and industry professionals to address emerging issues and share insights.

“Qualified and experienced regulators are the backbone of the captive insurance ecosystem,” says Towle. “Our training program aims to equip regulators with the resources and expertise to navigate complex issues while supporting the continued growth and innovation of captives.”

The Captive Regulator Training will include expert-led discussions tailored to the unique challenges regulators face. Details on program content will be announced in early 2026.
